HCS SCS SB 915 -- GREEN POWER INITIATIVE SPONSOR: Koster (Rector) COMMITTEE ACTION: Voted "do pass" by the Committee on Utilities by a vote of 15 to 0. This substitute establishes the Green Power Initiative and requires electrical corporations to make a good faith effort to generate power from renewable energy sources. The substitute establishes minimum goals for the use of renewable energy of 3% by the year 2012, 7% by 2015, and 10% by the year 2020. The Missouri Public Service Commission will establish rules governing the implementation of the plan for energy goals. Electric utilities must submit a biennial report to the commission detailing their progress toward achieving the goals, and the commission will submit a report to the Governor, General Assembly, and appropriate committees. The substitute also contains certain tax exemptions that act as an incentive for the construction of wind energy facilities. The substitute becomes effective January 1, 2007. FISCAL NOTE: Estimated Cost on General Revenue Fund of Unknown to Less than $100,000 in FY 2007, FY 2008, and FY 2009. No impact on Other State Funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will encourage the use of renewable energy. Investor-owned utilities think that the bill's goals are feasible given current technology and can be achieved cost-effectively. Testifying for the bill were Senator Koster; and Missouri Energy Development Association. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that it might be more effective to use mandates rather than goals to convince utilities to produce more energy using renewable resources.
